Stage error processing

In previous releases of SAM-FS, when a stage fails, the error is returned to the user, and no further processing is done. In release 3.1, the processing has been changed for more automatic operation in certain cases of stage errors.

The 'if available' qualifier means that the next copy exists, a means to load the media exists, and a means to read the media exists.
